CFM is made up of members from both the supply side (service providers) and demand side (consumer associations, special interest groups, non-governmental organizations, academia) of the communications and multimedia industry.
It has an elected Council consisting of 13 members, who represent the demand and supply side. To ensure operational efficiency, the Council has formed working committees to look into various aspects of CFM’s operations and functions such as complaints handling, Codes drafting and compliance, consumer awareness and education and so on. They are as follows:

Codes Drafting Committee
- To draft, develop, prepare, amend, modify, review and update the Codes.
Legal Committee
- To advise the Council on legal requirements and considerations.
Membership Committee
- To enlist and update membership of CFM.
Education and Promotions Committee
- To promote the objectives and publish the activities of CFM.
- To provide avenues for dissemination of public information and education regarding consumer rights.
Complaints Handling Committee
- To provide avenues for lodging complaints relating to consumer matters.
- To provide for procedures for handling complaints and grievances.
- To recommend solutions for the resolution of such complaints.
Compliance & Monitoring Committee
- To enhance the understanding of the General Consumer Code (GCC) among service providers.
- To promote adoption of GCC in service providers’ procedure, practices and policy.
- To ensure a high level of compliance with GCC.
- To prepare the industry for self-regulation.
